Mark
Robl, Police Chief Mark Robl began his law
enforcement career with the Homer Police Department in 1984. He attended the
Department of Public Safety training academy in Sitka,
and numerous other law enforcement-training courses. He holds an Associate's
Degree, an Advanced Certificate from the APSC, and is a graduate of the
Southern Police Institute, 93rd Administrative Officers Course. He became the
Chief of Police for the Homer Police Department on May 1, 1999. Questions or comments for the Chief call

Lt. Randy Rosencrans
Lt. Rosencrans began his law enforcement career at the University
of Alaska Anchorage Police Department
in 1988. He joined the Homer Police Department in January 1989. He was promoted
to Sergeant in 1997 and to Lieutenant in January 2000. He received a
Master of Arts Degree in Criminal Justice from the University
of Alaska, Fairbanks
in 2005, and a Bachelor's Degree in Criminal Justice from University
of Alaska, Anchorage
in 1988. He is a graduate of the University of Louisville, Southern
Police Institute's 105th Administrative Officers Course and holds an Alaska
Police Standards Council Advanced Certificate. Randy also teaches
Criminal Justice classes at the Kachemak
Bay Campus of UAA. His
hobbies/activities include fishing, playing racquetball, and coaching youth ice
hockey and football. He lives in Homer
with his wife, LeAnn and their four children.
Sgt. Will Hutt
~ Sgt. Hutt received his
Bachelor's Degree in 1985. He served with the U.S. Army at Fort Wainwright,
Alaska and worked with the Alaska State Troopers Drug Enforcement Unit prior to
coming to work for the Homer Police Dept. in December 1994. Sgt. Hutt attended
the Dept. of Public Safety Academy (A.L.E.T. #11) in Sitka, Alaska and holds an
Alaska Police Standards Council Advanced Certificate. Will lives in Homer with
his wife and their two children.
Sgt. Dave Shealy
~ Sgt.
Shealy has lived in Homer since 1984. He graduated from Homer
High School in 1989 and attended
college in Minnesota and Alaska.
Dave was hired by the Homer Police Dept. in 1997. He attended the State of Alaska
Dept. of Public
Safety Training Academy
in Sitka (A.L.E.T. #19) and in
February 2003, he was promoted to Patrol Sergeant. On his days off, Dave enjoys spending time with his wife and
three children, fishing and "home improvement" projects.
Sgt.
Lary Kuhns ~ Sgt. Kuhns moved to Alaska
in 1982. He graduated from the Public
Safety Academy
in April 1991 with the Alaska State
Troopers and was stationed in Soldotna, Homer and with the Major Crimes Unit at
AST/Headquarters in Anchorage where
he was awarded “Trooper of the Year.”
Sgt. Kuhns first joined HPD in 1998 and worked until 2002 when he left
to work for the Department of Defense/Defense Security Service (Investigative
Branch of DOD) until August 2004. Sgt.
Kuhns re-joined Homer Police September 7, 2004 and was promoted to Sergeant of
Investigations in February 2005. In September 2007, Sgt Kuhns graduated from
the FBI National Academy/Session 230th. He is Head Coach of the Homer
High School Varsity Baseball
Team. His hobbies include
woodworking, hunting, fishing, gardening and making homebrew. He is married to Bridget and has four kids,
Kate (deceased), Wes, Ben and Lauren and a family Labrador
“Roy.”
OFFICERS
Stacy Luck ~ Officer Luck was born in California
and raised in Alaska. He is
a graduate of Homer High School and attended Mankato State University in
Minnesota from 1989 through 1991 He worked at Spenard Builders Supply in
Homer from 1991 until January of 2002. He attended the State of Alaska
Department of Public
Safety Training Academy
in Sitka (A.L.E.T.#27) from March
until June of 2002. When days off allow, Officer Luck enjoys fishing and
spending time with his daughters. Officer Luck is proud to serve Homer as
a police officer and looks forward to a career in law enforcement

Steve Smith -
Ed Stading ~ Officer Edward "Ed" Stading began
working seasonally in Alaska in 1987. He completed an A.A.S. degree
in Administration of Criminal Justice in the Spring of 1997 from Spokane
Community College in Washington
and moved permanently to Alaska
later that year after getting married. In 1998, Officer Stading began
working as a patrol officer for the North Slope Borough Police Department
attending A.L.E.T #21. He worked in a variety of posts on the North
Slope, including Barrow and several small villages. In 2004, his
family moved to Homer, and he was hired by the Homer Police Department in July
2005. Officer Stading is a D.A.R.E. Instructor, Firearms Instructor,
Armorer and Field Training Officer. Officer Stading
enjoys fly-fishing, competitive shooting and horticulture, and
is continuing his education in Criminal Justice.
Cory Rupe- Officer Rupe attended A.L.E.T. #29 and has since held
a full time position with the Homer Police Department.
Alex Douthit – Officer Alex Douthit attended A.L.E.T #35 in February
of 2006 and has been working as a full time officer with HPD since. Alex is a life long Alaskan and an avid
fisherman. Alex lives in Homer with his
wife and son.
